Quebec 5th January 1816

Sir

Observing by the Public prints that Commissioners have been appointed in Upper Canada for receiving the claims of those persons who have sustained losses in that Province during the war by the Enemy, His Majesty’s Troops, or the Indians. I use the liberty of inclosing to you copy of the Petition of a lady whose whole property was destroyed when the Village of Newark was burned. This Petition was first presented to Sir Gordon Drummond in March 1814 and the original of it is now lodged (as I have reason to believe) in the Governor’s office, or in that of the Military Secretary, in Upper Canada. Major Foster informs me that Mrs Campbell received for answer to her Petition that it was not in General Drummond’s power

[Page 11]

power to grant her the remuneration she desired. I have written to Mr Gibson requesting him if he should find the original Petition to transmit it to you. But, failing that, I should hope that notwithstanding the informality of the thing, you would permit the paper I now send you to go before the Commissioners. Mrs Campbell left this country more than a year ago & is now in Nova Scotia, so that I could not obtain from her a petition in the form required by the notification of the 20th Novr, within the period in which it limits. She sent me the inclosed copy of her petition, in the early part of the summer, with a request that I would use it for her advantage in any way in which it might avail. Should any further documents be required in support of Mrs Campbell’s claim, I shall take it as a favour if you will let me know which they are, and I will write to her for them. I have the honour to be Sir Your obt servant Andrew Wm Cochrane
